I suspect minor corrosion, it may have been kept somewhere damp
Someone on the other Russian forum described it as looking like a starry sky (appropriate for a space watch)

I thought exactly the same -- that it's a part of the design -- and that's why I allowed myself to joke about it. If it looks in person the same way it does in the pic, it adds!

I like the chance of it too, in being corroded that way, and the way it catches certain lights
