I don't know, mate. I've never seen that on a cigar before.

    could be water spots thou

    Water Spots
The other common imperfection of the harmless type is the water spot. These usually occur as very light yellowish-white circular patches that stand out against the light brown of a shade grown wrapper.
It is commonly believed that drops of rain water sitting on the leaf cause damage to the chlorophyll in the leaf, eventually affecting the curing process so that instead of degrading from green to brown, the pigment in the spot turns lighter than normal.

Dunno. They looked like mould but brushed off easily and left no mark like bloom.

is it in the foot of the cigar ? if yes then mould if not could be something else like one of the options mention early, both links give good advice on treatment if so ?

maybe treat it any way to be on the safe side both links give those treatment advice as I said

as you would not want them affecting other of your cigars :

I am a big fan of CAO Brasilia, the 4X60 cigars. I no longer inhale (over 15 years ago) and can enjoy a couple a week with no issues regarding nicotine addiction. True that there would be exposures regarding the mouth and tongue. Nothing is risk free.

I maintain a humidor to prevent problems with drying out or mold. Use nothing but butane lighters to prevent adding bad flavors to the cigar. A three-flame for larger cigars and single for smaller.

    YMMV,

    Dan
