There's now a video on YouTube that looks like security cam footage. You can clearly see a person moving around and then a bright flash of light!
I don't have the link but the YouTube title is

Look to the right of the spire and you can see the person.

I have to say, the guy doesn't look in any hurry. Could it be a contractor checking work? I didn't see a date or time stamp on the film.
