It's definitely a very Banksy thing to do. If his art is supposed to be for everyone, of course he doesn't feel it should be selling for £1m. What I find interesting is that there was a print of it in the first place--I believe it was originally painted on a wall.

They say in the article that the shredded thing was stencil-sprayed.
