Bottom of the ninth just means you're almost at the end of the game. Baseball has nine innings, the bottom half of each inning wraps it up,so the game is over adter the bottom of the ninth.
I don't have a clue what the hot stove league is!

Hot Stove League is the time after the season is over (winter) when fans sit around a hot stove and talk about the season past and the upcoming season.
