    Oh it's definitely in there. See Article VII, Section IX, Paragraph III, Subparagraph IV where it clearly states

    Any permanent resident of Arizona who complains about the heat while the temperature, as reported by the National Weather Service, is at or below 2500° is guilty of an offense under ASCC 30.977.4204 Part D, punishable by forfeiture of all timekeeping devices and included straps and accessories. Additionally they may, at the judge's discretion, be required to wear homages in place of the forfeited timekeeping devices and be subject to public ridicule pursuant to the issuance of such a sentence.
