    Is the proportion between the minute and hour hands the same as that on the pictograms?

    it's call a redundant clock but I have not come across a dial like it on a watch that I can remember

    yes that would be a good shot as they have done some really weird design in there time maybe the 80's and 90's would be a good place to start
