    The Harbin International Ice and Snow Sculpture Festival is happening right now. There are some great pictures of this year's festival in this Atlantic article.

    It began in 1963, but it wasn't held for a number of years during the Cultural Revolution. So it's unlikely there was a festival in the year this mid-1970s Harbin-made Beifang (North) watch was manufactured.
