I’ve not stated it as a fact because Hodinkee are sometimes a bit sketchy with their research and I’ve not time to check this morning :-)
Yes. However, the 15 minutes counter Hodinkee mentions was a requirement made by Aéronavale in 1958. The Breitling we're talking about was produced between 1953-1958 - not sure what to think about that 15 minutes counter, although this is probably just a detail.

Well, I do remember reading the long distance thing in several different articles. Also, my Breitling has a conventional 30 minute sub dial, but with those markers. <shrug>
