Or they could seventy-five years ago - but you’re right. A military watch doesn’t need to be that special, but there was a time when ordinary watches weren’t quite up to the mark, especially when used for diving or astral navigation.

Specifically, as a demolition diver, it would be quite handy to know how many seconds before it all goes bang

Then again, maybe they just wanted to save a few Lira on a watch that was very likely not to make it home. If you look at the standard issue USA Vietnam era military watches, they were often cheap pin-lever junk, expected to just as likely to get cut off by a surgeon as to survive 4 months in the jungle.
Too many watches, not enough wrists.

But if Panerai wants to make a cheap junk,why do they use Rolex case and movement? Or Rolex is actually disposable too??

I’m not big on the statistics but I think most military watch ended up not making it back...
