The program probably started out with that 'loophole'

Then someone piped up and said "you can't ask someone for identification when handing out a cards to them, it is discriminatory!"

too be honest nowadays I check the metro on the bus then give up on buying a paper as they depress me too much with the hatred rampant in this world had to much of it in my lifetime in the past to want to read about it now
